The key tool of organized partnership moderated by the Cluster Management is the improvement of innovation and competitiveness capacity, and in this respect and perspective a consortium of Claster members  have submitted a tender with topic of R & D & I. The topic has been developed by efficient help of the members within  consortium and  with the cooperation and involvement of experts from leading educational institution of domestic water management  - Debrecen University Institute for Water and Environmental Management, where the implementation is aimed. This topic has been worked out and developed in detail over 3 years. Within this framework a testing, training research center can be realized, using the Hungarian conditions adapted individual wastewater treatment equipment demonstration, testing, developing infrastructure, where carrying out of further R & D activities is possible.

During industrial research and experimental development, a Decision Support System innovative service packages will be created and will be offered to the market. The investors, designers and operators who are involved into individual wastewater treatment system will get a high-level technical support for decision and they can purchase the unique innovative investment management model and educational material which is not used in Hungary nor in Central Europe- in order to enable the implementation and maintenance of individual sewage treatment system optimized to the given circumstances.
